Well giving away your current knowledge of this game. To correct your statement there is no job abilities for WHM after lv. 15. There is job traits that are after lv. 15 these are always active not ones you activate like Divine Seal.

Divine Veil is a trait, it's always active and kicks in with use of Divine Seal. Do Divine Seal + Erase and you get an Erasega effect.

When using Divine Seal followed by a status removal spell it will become a small ranged AoE on your party members from the target of the spell (i.e. not an aoe around yourself).
