Low Level Group question

I've decided to return to FFXI after a prolonged absence. I'm wondering how most servers are with lower (15-40) level groups? Does it usually take a while to find a group during peak times? Or will one prop up fairly fast? I plan on making a Pld if that helps with any estimate.

You shouldn't have it too bad. Level Sync has made lower-level spots popular all over again.
