All server's are pretty much equal in terms of the population and economy... a certain item on one server may be cheaper than another, but then again a different item on server1 may be more expensive than server2. There's no "better" or "noobier" server really >.>

Plus, considering that ToA isn't that old along w/ 360 release.. there's quite a number of lower level players

at this day and age, i don't believe such a server exists
maybe you'll have luck on the less popular servers

With the influx of xbox 360 players and all the people leveling the new expansion jobs, pretty much every server is a newb server right now. You should have no trouble finding parties in low level areas.

As for economies, ehh ... I wouldn't concern yourself with it. Usually if the price of things you want to buy is high, the prices of things you want to sell are high too, so it balances out.

Low prices would actually be worse for a newb. You'd be buying and selling at the same auction house and shops as everyone else on your server. High prices mean you can sell crystals and such for more, and then use that to buy more at shops than you could if the AH prices were low, since shop prices don't change.

The servers are all pretty even regardless, especially with the expansion and the Xbox 360 version coming out.
