I'm just posting this because no one else has posted about it here yet.
I just have to say, it's an absolute blast.
To obtain your lisence, you must be level 30 than go to your home country, there talk to an npc, whos names I forget but, Sandoria one is in north san by the ron exit, bastok in metal works infront of cid's office, and in heavens tower in the little office building.
Talk to your countries npc to recieve 2 letters to deliver to the other countries. Talk to the leader of the other two countries, than the ballista npc in that country. Afterwards, return to the ballista npc in your home country to receive the lisence.
Everyone should try it atleast once, it was super fun. Ranger owns, and sandoria sucks XD score when I played was bastok-147 to sandoria-5. It was the level 30 cap and I can't wait to play the lv60 or no cap ones. Not to mention if your team wins you get a gil reward, the reward varies on the amount of people participating.

Bastok crushed San with the final score about 110 - 22 if I remember correctly. My first complaint is after you die, and come back up, you are sneak+invised... This gives a person (mainly thf) time to get behind the nearest tarutaru blm... and set up a sneak (or sneak trick if you have someone else there). All but killing the blm in one hit...
