Old-gen consoles only + PC? Surprised this is still a thing. I expect they'll get around to a PS4 (+maybe XB1) port at some point too.

It's Japan. They are saving the PS4 version for some additional complete edition with a bunch of DLC content added on. Japanese players aren't big on purchasing DLC really.
