One of my friends did actually buy the XBox One and I have been able to try out the new Kinect. It works a lot better than the original, a hell of a lot better and the voice commands actually work smoothly. He loves being able to get home from work, say "XBox, on." and go cook dinner. Only really got to mess around with ir for an hour or so but it does seem to handle minute and fast movements a lot better.
The upcoming games however...Yeah we will have to see how they are. The new Kinect is a huge improvement over the old one but if the games suck then that will make zero difference.
Kinect is actually starting to be a dealbreaker with a bunch of people that don't want it too. Microsoft really shot themselves in both feet by not giving an option to buy the console alone. It would have made the price a little closer to the PS4's too.
