I believe Microsoft actually has a console manufacturing facility in Brazil, hence why they're able to sidestep "some" of the ridiculousness that is Brazilian import taxes.
Remember that this is the country where the PS2 (yes, PlayStation Two, not Three!) launched in 2009 (four years ago!) for the low, low price of $462.
PlayStation 2 finally launches in Brazil for the bargain price of around US $462
And then a year later in 2010, the PS3 launched there for $1130.

That's what is going on: Brazil's import tariffs on tech toys is monstrous.
What will really happen: People from Brazil will travel to North America and buy consoles from the US to bring back with them. Doing so pays for their entire trip basically.
