If we go by the guy's resume he has a bit of a history in collaborating with various studios as much as game creation. He's taking a position in Nintendo of America and not Nintendo of Japan, but given his history of working on games with other companies, I imagine his role could be like that of Kensuke Tanabe and Risa Tabata have with Retro Studios as they oversaw all the Metroid Prime games as well as Retro's work for Donkey Kong Country Returns and Mario Kart 7.
Nintendo did speak of working more closely with western developers a while back, too, so this could be the guy for the job there.
