What the hell is the deal with this game? Every time I am in gamestop, my eyes seem to linger on the cover.
Burning questions are burning: Is jenova_9 really a girl and is she cute? Does she talk like that in real life?

    Burning.

Aw, the lack of 8bit-ness in the pics killed the joke.

            Hot.

But seriously, what the hell is up with this game? Is it suppose to be taken seriously or is it all just one big joke? That voice-acting... ack!

With English voices it's more like an insult, really.

Given it was an insult in Japanese that's not saying much.

Oh mew!! What do people expect from english VA? Those voices fit the characters, mew! Also the story has parody elements but it also has a deep mature story as well! No other rpg or videogame expresses many aspects of the game industry in such brilliant form, mew! The first one included displayed the light and darker side of the game industry and on top of that have very likable characters, adventure and stuff!

Some semblance of competence would be nice.

Anyone can tell they really did their best! Do you have to listen to 4 minutes of something bad like Chaos Wars to realize they are really putting effort, mew?!

I don't sense it because it isn't there.

Out of curiosity, how would I go about moving into your fantasy world? Being judged relative to the suckiest people around instead of the minimum acceptable level of quality sounds is something I could get used to, and apparently giving it my all automatically makes me great at whatever I want.

Well, the script is absolutely terrible so no matter how good the voice actresses are, whatever comes out of their mouths is still going to sound stupid. "I don't really get his rambling, but he seems fired up." "Is that all? Is that really the extent of your power?" "I'll put everything I have into this one stroke." are all terrible lines. IF's didn't even make sense, because there was nothing confusing about the dialogue that came before her line. But even setting aside the script they just don't talk like real people. Compa is obnoxious as fuck and nobody talks even remotely like that. CFW Judge's "Damnit!" voice clip sounds more like someone's having a bad day rather than reeling from pain. His voice is also a poor match for his appearance; he doesn't sound menacing at all. For someone who's supposed to be fearing for her life, Nepgear doesn't sound all that terrified at the beginning of the video. In short, they all sound fake and have absolutely no emotional range.

When My Little Pony has way better voice actresses than this game, it makes the localization team look terrible. There's only 3 conceivable reasons they'd get voice acting this bad:
                                1) The game's dialogue is so terrible that no amount of voice acting can save it
                                2) The target audience is too young to tell the difference between good and bad voice acting
                                3) The target audience is too busy figuring out who's their waifu to care.
