I watched the new trailer today, and it indeed seems to follow your criteria of an 'enhanced port'.
In my eyes, for OoT 3D to be a remake, it'd have to be more of a reimagining of OoT. It'd need to be built from the ground up on a totally new engine utilizing the most of the 3DS capabilities, gameplay and graphics wise.
