I don't get why Nintendo didn't just put it out on DS as a retail release.

Because it was an episodic cell phone game and it was SE's choice, most likely.

I'm not a fan of episodic games myself, but this and Sonic 4 might prove to be the only games I ever accept in such a form since the concept has proven to be a failure otherwise.
