Oh, Deus Ex is very much an RPG. While today you probably replace hit points with proper headshots (which DX:IW did), much of its design is the epitome of what a western RPG should be.
Choice isn't just about character development and NPC interaction, but how you approach the mission and even how you get to your objective. And there's no bullshit good/evil dichotomy, everything is pretty much is a grey area. Both DX and Shin Megami Tensei feel like an evolution of the classic vector dungeons back in the 80, with more diverse alignments akin to games like DnD would offer.
The real beauty of DX, though, is that you can even play both sides against each other. To see both sides for the evil they are and watch them destroy each other is just something I find satisfying and you're allowed to set it up as a player.
