Probably, but I'd really like to see the impact such a system has. Would people consider it as an XXXXXG cost to be an asshole to someone, or would it be a real fine? Like real life fines, they'd have to be high enough to make up for a lack of perfect enforcement-- paying a fee every time you go over the speed limit or toss some paper into the woods wouldn't be nearly as bad as the fine you're placed with, because most of the time you do it, you'll get away with it. But there's the risk that you'll be seen, or you'll piss off the wrong person, and you'll have a big enough cost to dissuade you at least from repeating it.
You'd definitely have to be very open and public about such rules-- they'd effectively gain their power to keep people in line in the same way that nuclear weapons do. And you'd have to be sure that it's open, so that it can't be abused; GMs taking away more stuff from people in one region than people in another, or some other sort of systemic abuse. Although I do sort of like the idea of a GM bitch slapping someone with a small additional fine for being a dick to the GM.
