Okay, these 'tiers' of OU and so forth, that are 'banned' from regular play or whatever. Are these restrictions built into Pokemon itself, or is this some arbitrary Pokemon overlord-wannabe community deciding who should and shouldn't be used in a competitive game? If it's the latter I'm going to have to lol. I know the Legendaries and such can't be used in VS, but Allakazham?

Most of the fansites, no matter how hardcore, have very little legitimacy to me when they walk around acting holier than thou about hacked Pokemon and the like. Some of us have better things to do than drive hours to events or fly to NY. And then going so far as to decide who is legit in VS? lawl. Whatever.
Ubers are what are banned from "standard" play; OU is the "default" tier, BL and UU are often (but not always) sub-par Pokemon so they're used sparingly, if at all. Not all Legendaries are Uber (for example, Zapdos is OU, Articuno is practically never used and Moltres is UU), though the vast majority of Ubers consist of legendaries (the main exceptions are Wobbufet and Garchomp.) Those that really like Ubers can do Uber battles and pit Ubers vs Ubers, just like those that really like certain underused/subpar Pokemon can do UU battles that disallow the usage of OU Pokemon.

Yes, these tiers are decided by the Smogon community. Smogon isn't really a Pokemon fansite in the strictest sense; it's dedicated strictly to competitive battling (that is, playing to win, even if that means not picking your faves). They don't decide Ubers arbitrarily; for a Pokemon to be considered Uber, it has to satisfy at least one of three properties: A) It can consistently sweep teams in standard play, B) It can consistently wall (i.e. tank) the vast majority of standard Pokemon with ease, or C) It can consistently set up a sweep for other Pokemon.

Smogon's contributed a lot to competitive battling. As far as I know they're the biggest community for that. They also have a lot of people that've reversed-engineered all formulas and the properties of moves thanks to extensive testing (far more extensive than what even I would have patience to do.) They started testing everything they could as soon as D/P came out, and created their own battle simulator, ShoddyBattle. The OU/UU disctinctions come from the usage data they get from their ShoddyBattle server each month - that's why the tiers are called Overused/Underused instead of Top Tier/Bottom Tier.

Sometimes they go back and re-test certain borderline Pokemon when strategies change or new releases like Platinum change the status quo. Latias was recently moved from Uber to OU. Latios is still waiting to be tested, I think.

That aside, I'm pretty sure Smogon doesn't care about hacked Pokemon as long as you're staying within the rules (not breaking EV caps and stuff like that.) After all, they do have their battle simulator which lets you make Pokemon with all-31 genes. When evaluating Pokemon and coming up with move sets and EV spreads, they also assume all-31 IVs.

The game does restrict certain Pokemon from being used in Battle Tower, though. I'm not sure about stuff like the Legendary Bird trio, but Palkia/Dialga are definitely out. Battle Tower sucks though, they don't fight fair. Not only do they abuse Double Team (which is banned from competitive play all across the board with very, very good reasons) some of the Pokemon in the higher floors straight up hack. There's a Crawdaunt that spams Guillotine (OHKO) and actually lands it with consistency, for example.

EDIT: For reference, the Ubers are:
      Arceus
      Darkrai
Deoxys (All Forms; speed form is going to be re-evaluted soon last time I checked)
      Dialga
      Garchomp
      Giratina (both forms)
      Groudon
      Ho-oh
      Kyogre
      Latios
      Lugia
      Manaphy
      Mew
      Mewtwo
      Palkia
      Rayquaza
      Shaymin-S (i.e. Platinum's Sky Forme)
      Wobbuffet
      Wynaut

I really can't say I disagree with any of those. With a basic understanding of the damage formulas (damage is directly proportional to a move's Base Power and the Attack/Defense ratio), these Pokemon's stats, and the moves they can learn (this is part of the reason why Mew is Uber while Celebi, Jirachi and Shaymin aren't), it's not hard to see how these are just overpowered next to all the others.

"Your EEVEE and PSYDUCK don't seem to like each other very much."

Well, damn, that doesn't seem to stop these two from getting it on like rabbits. Got two eggs out of them after leaving them at the day care for two days.

Yes, I do feel sorry for the Eevee here, I had nothing better than a Psyduck to leave him with.

Well, I got Eevee + Eevee breeding going on now. Its done wonders for getting the trades I want through the GTS. Kinda got sidetracked with Devil Survivor so i need to check up on them so the daycare doesn't eat my funds.

JP version of Gold/Silver is slated for Sept 12 and the pedometer appears to come with the game free. Other details were given about the game. Keeping in the theme of the pedometer allowing your pokemon to "travel" with you in RL, they also have it so your favorite pokemon travels behind you in game. I assume this will be factored into its affinity for you and all that.

Also seems like the lameass berries/poffin scheme is being added to this version. Making poffins isreally the only time ever on the DS I've hated the touch screen. Just give me a reasonably priced poffin vendor or something. This probably also means they're adding the pet show thing again. Meh.

That reminds me, I need to catch a Feebas.

Re: By the way, Pokemon HeartGold and SoulSilver Remakes Confirmed

There are Poffin vendors in the basement if the big department store in Veilstone. They also sell Lava Cookies which are a really cheap alternative to Full Heals since you will need the cash to exchange for coins to buy TMs from the Game Corner if you intend to do any sort of competative battling.

Making Poffins solo doesn't really get great results. You get far etter results when more then one person is mixing.

And as an addition the message telling you how much two compatable pokemon like each other is basically telling you how many steps it will take for an egg to be produced. IIRC to get the best compatability you need two pokemon from the same egg group with different ID numbers. It doesn't make much of a difference in the long run though it does make breeding en mass to get good IVs go along a lot faster.
