Why would anyone want to hamper their performance for the sake of some visual integrity someone came up with? You're perfectly welcome to full-time one set if you want to, but I'm going to gear swap the shit out of my gear cuz I'm going for optimization in my performance. Why? Cuz I like being good at my job.
Furthermore, this is an MMO. Gear swaps are kinda a part of the package deal here. Forcing everyone to lock into gear, and not being capable of swapping, kinda defeats the point of customizing your gear for each situation. To maximize for TPing, for instance, if vastly different than maximizing for WS, or even for Defense. Locking a player down to one set or the other hurts their performance overall. My WS set on Dragoon has a good number of +Slow% pieces. Yes it has great stats that make it awesome for WS, but due to the +Slow%, getting to that WS will take forever. At that point, I become a liability to the team, and away I go. If I went the TP set route, yes, I get to 100% faster, but then I belt out weaker WS than I would if I was in my WS set. Again, liablility. Again, I get booted.
Ultimately, gear swaps allows a person to maximize their performance, and becomes valuable to the team because no matter what they do, they're showing the group what they're bringing to the table and showing them that they're carrying their own weight. Being locked down hurts everyone.
