The report(pdf) is an interesting read, and mostly suggests a pretty common sense approach on how video games should be viewed in the context of other media. The best part is when they say this:

The primary responsibility for assuring that [violent video games] do not impair the development of the Commonwealth’s children lies with parents.

That means that all the children in PA are royally screwed. Most of the parents here don't give two shits about the development of their children. They just want to get them to shut up. I was at the annual Halloween parade in my town, and there was the most annoying kids there. I've seen kids as young as 9 and 10 smoking cigarettes walking the streets. There were even 4-5 year olds throwing firecrackers at people as their dad watched and laughed. When I said something to him, he got up in my face about it. I could smell the alcohol on his breath, so I decided to pin him to the ground and have my little brother (whom had a couple firecrackers thrown at him) get a nearby police officer. I have to go to court 3 months from now to testify against that dousche.

If the parents don't take care of the kids, it's the state's responsibility to find them new parents, not to do one tiny fraction of the parent's job for them.
