    I feel the same way.

Yeah, this is the main reason I've been able to enjoy The Godfather (Blackhand, Wii); I've never seen the Godfather movies (neener, neener, neener, motherfuckers!), and it quite obviously does a good job of putting you right in a mobster flick. GTA never really did that for me. That doesn't mean it didn't make me laugh, or care about the characters, or enjoy the hell out of it; I just never felt like saying "SAY HELLO TO MY LITTLE FRIEND" would've been fitting, but just a pop culture reference.

GTA doesn't usually come out and say "Hey we're spoofing" this or that, its always been a bit more subtle, just elements of those movies pushed in here and there. Flash FM in GTA III acts like its a 80s station, but its all the pop songs featured in Scarface, which is a nice way to do the nod to it rather than rip scenes right out of it. I think Double Clef FM was actually the orchestral stuff from the Godfather movies.

At the start of Vice City, the cocaine transaction goes the complete opposite of Scarface in another setting, yet the place you go to save your game initially has the hotel front from the Tony Montana scene. Its really the little stuff like that that sets the mood.

The only time I've seen it really go blatant is with Toni Capriani, which is a direct reference to Tony Soprano and is played by the same actor, complete with a mother to annoy him. That or I just haven't watched enough mobster flicks.
