Crisis Core: Mission Glitches

Just curious for anyone else who has the game and is having the same damn problems as me. I'm on my 2nd play through trying to get everything (I've followed the guides religiously) but I can't freaking get some of the missions I should have by now.

For example, I can't do mission 1-3-1, even though the guide says it should have been unlocked when I started chapter 6. I'm currently on 8 and I do NOT want to get screwed again, particularly the way I did on my 1st playthrough (no Junon shop for moogle materia)

I don't know what to tell you.. You are right in that it should naturally be unlocked. My only suggestion is that you might be looking at the wrong tree?

I haven't had any problems with missions.

Have you played mission 1-2-x and beat them?
