Yeah most Devs would just add ugly black lines for the PAL version and try to spin it as a "Widescreen" aspect ratio when it really never was.
Console games don't actually use VSync though which is one of the main reasons why developers lock in the framerate at a certain FPS to be able to get a global release. It also has the knock on effect of PC games being locked to a certain framerate, even though VSync, as you said, eliminated the entire frame rate issue between PAL and NTSC.
If all else fails, blame the French, they are the ones that came up with SECAM purely to protect their own TV market, even though all SECAM TVs are PAl compatible.
