A combination of various settings of the cutout filter, with some additional cleaning up. I'm not even sure to go about vectorizing something, I'm afraid to say. Worked quite well. I did end up cleaning up the nose slightly, however, to give it more of a uniform look.

Excellent job! You blended the scanlines well! I love how you organized the information. ^^ Dragon looks well in the background. One thing I dislike, is the text "Taodyn." I thing that's the Final Fantasy font. It's just not placed well, I think. Only thing with a noticeable drop shadow. Other than that, it's great! ^^

Colored text in addition to being annoying, in this instance is particularly hard to read. You don't need photoshop to make a good sig; The GIMP has all the tools you need to make a top notch sig, and it's totally free.

As for the Sig. Looks good enough I suppose considering your presently limited means if a bit too wide, although the MSpaint line should go.

As for the avatar: The name is both redundant and totally unneccessary, and... I really don't know what to say about the face, other than that it's also distracting and pointless. A better idea would be to just have the kukri on a flat background with the color of your choice, with a black one pixel border. No one uses those but thieves anyhow.
