I think the main problem with that, Feba, is many American schools not located in inner cities are quite large. The school I went to had the high school and middle school next to each other, even, but they were still quite aways away from each other. Only because the parking lot, football, soccer, tennis, etc. areas were in between or behind. To fence all that in and have it secured so no one can jump over and not be noticed would be impossible. It may help, but it'd just be the hurdle of jumping the fence and possible initial deaths from the people that have to go after him/her.
Oh, and:
