The government wants to develop tools to extract information from very commonly used computer systems. This isn't a spy programme, it's R&D so that we have this capability for the future.

If we'd found an Xbox in Osama's compound, there would be an outcry for this kind of research. Although, to be honest, this seems like the sort of ability that will be more useful with drug lords and the like, it is still clearly in the US' national security interest to be able to extract any information our enemies leave behind for us. We don't give a shit about what those consoles actually have on them, it's all about learning to get at that information.

So how do terrorists plan to apply EXP toward perks?

Because that accuracy perk for AK-47s is deadly and makes strafing with them suddenly highly affective.

Also, what's the plan when Americans/Allies capture the flag from the terrorist? See, they can't just fly airplanes into buildings, they have to get their other team's flag!
