I think you've latched a little too tightly onto optimization. Performance is something that's watched over the project's lifetime, but dialed in towards the end. This involves compatibility testing, which is to ensure performance parity across a wide range of software, firmware, and hardware configurations. A demo build can be/is typically branched off from the main line and altered in fundamental ways just to appear "optimized", but those changes may or may not make it into the main line. Additionally, Microsoft and Sony both have alternate versions of their development kits that have an increase in memory, among other things, for games that aren't currently running within the retail limit. The PS4 development kits may have very well been running with extra memory and you'd never know unless you dug around in the settings.
