That's because you assume the chart starts out at normal or high intelligence. The chart is relative as there are no units on it. If you start with high intelligence, adding people lowers it until the group as a whole is stupid. If you start with low intelligence, adding people still lowers it and you end up with a group that, as a whole, can't dress themselves.
The chart shows a relationship, but a relationship with no required beginning; it does not prevent starting with idiots, or imply that a small group is obviously smart, just that a small group is, as a group, more intelligent than a large group, as a group. It than adds the obvious observation that with the more people you add, the more possibility there is that you have added some assholes.
