Well the Government cut a massive chunk from the budget of everything. It resulted in the crime rate soaring and was one of the causes and things that enabled the riots during the summer. Basically there are areas of the UK where if something isn't under an armed guard, someone will try to steal it, and even then, someone will have a bloody good go at it.
The trains thing is pretty widespread actually. I would say about three quarters of my delays when using the train comes from "Signal Failure", the main cause of that is someone stealing part of the track.
Also the Church roof thing is depressingly common. A local church recently had it's roof repaired after thieves damaged it by stealing metal from the roof. On that night the repairs had finished, the metal from the roof had been stolen again.
