It's not actually a math problem. They're defining some formula n(s); the first equals sign with the extra line is like saying "n(s) is by definition this:" In case you're wondering, the Sigma symbol basically means you add whatever is to its right multiple times replacing "k" with each number from 1 to infinity. (-1)^0/(1^s) + (-1)^1/(2^s) + (-1)^2/(3^s) and so on. The last bit is simply another way of expressing the same formula, though I don't know what C(s) is supposed to be. Don't ask me what this is all for, I have no clue.
