First, to address the OP, alcohol, in any form, is fine in moderation. I drink, beer, wine, and liquor, but only in small doses (well at least, usually). I have actually become a bit of a beer snob, due to a few years of being with someone who taught me a lot about micro brews and taught me to appreciate a well-crafted beer. Wine isn't real
ly my thing, but I do have it on occasion with a nice meal, or as I did tonight, for instance, at a wine tasting that I really enjoyed. Hell, even hard liquor, if used in moderation, can be enjoyable. But that "in moderation" thing is really key. Stupid people will do stupid things. Alcohol just increases the odds.
I do smoke at the moment, though I am weaning myself off of them. I fully support higher taxes on them, and I think laws prohibiting where one can smoke are just fine. They are terrible in so many ways. But making them illegal won't help things.

In the Uk we are taxed on Alcahol, Fags and now their looking at implimenting a sugar / fat tax to make confectionary / fatty foods more expensive to try and ween the kids off them due to our ever growing obesity problem in the UK. The tax from the food is to go into food education, healthier meals being served in schools, farming subsidaries and the NHS.
To give you an idea, a packet of 20 fags now costs £6.30 = $9.79
A standard 30g chocolate bar costs £0.50 = $0.77
A pint of beer in a bar costs £2.40 = £4.05 a litre = $6.29

There are others, but you should get the point by now. Yes, alcohol can be linked to breast cancer, if the women drinks 2-4 glasses per day... this is a great deal more than '1-4' per week. Thusly, my second point.
