    I could totally imagine The Flash in his younger days playing a practical joke on the human race by going back in time, pretending to be someone named Jesus and performing "miracles".

            I think it may be plausible; they're generating their velocity on land, and then once they hit the water, their style of running completely changes. It looks like the key is to not push down too hard on the water surface--kind of slapping it, and move your legs/feet very quick, just like the "Jesus Lizard" does. Also, having shoes on that help against adhesion is also key it seems.

              Approximately 30-50mph I'd guess based upon my experience being pulled behind a boat on a innertube and being whipped off of the damn thing by an inexperienced and over-zealous boat-lady. I remember skipping about 3 times and then finally slowing enough for the water to catch hold of me. At which point I passed out from the linebacker like hit I took to the solarplexis from the water surface.

                Spin, angle, centrifugal force, adhesion, balance. Speed also plays a huge role here, though only a minimum velocity would be necessary so that you don't sink. I find it highly plausible that with enough of the aforementioned events taking place, it could be somewhat possible. Instead of spin though, slapping the surface area of the water would create a bounce effect, with the right technique, maybe enough to get a few feet into open water, before loosing too much speed and plummeting.

                  It's obviously fake. You can tell just from what they say in the video as has been pointed out by previous posters.

                  However, Flash is such a badass he might actually be able to pull it off. I mean, he's at the top of the most competitive video game in the world, so running on water is probably not a huge deal to him. Here's him staring menacingly at Jaedong:
