It's a oneshot from a new series featuring animated shorts from multiple different creators, ala the "Cartoon Cartoon Show" Cartoon Network used to have. It's basically an easy way to test out new cartoons and show off unknown/little known animators works. And fairly often you'll get these bizarre gems that stand out in a crowd. You'll also get a lot of full on crap, but the good stuff usually makes it all worth while.
