The backstory would help. The guy was fired, I'm sure (or maybe not, no one knows who was in that suit), but knowing why that random adult was admonishing him would help. Kids are assholes who get away with a lot.
From my experience, most people who are dressed up like that (including myself, when I had to do that... it was a horrible experience, but I won't go on) have a person representing the company to help protect them. Basically, making sure that kids can't kick the people between the legs, or otherwise injure them.
I saw it almost constantly at Six Flags when I was there over the summer (went 3-4 times) -- every person in a costume was accompanied by a security person, though granted that is a Warner Brothers park, not Disney, so they may have a different policy.
