So it's feasible that the thousands of Dollars my dad spent to have a company did a 3 foot trench around the entire house and re-cement the foundation might have just been patchwork?
We had problems with the basement getting flooded after heavy rainfall, but more specifically, the window bays accumulated water faster than it could be soaked through the ground..
Our housing design is wierd though. Initially, the elevation of the house was about 6 feet higher- what is our basement always was the basement, but it wasn't completely underground. There were some issues with some neighbors on the block or something and the "Slope" designs of our driveways and pretty much everyone had to get a shit-ton of dirt to raise the overall level of the block. Pretty much, you used to have to walk up steps to get to the front door, and now it's ground level.
So I'm not sure if it was from the adding of dirt in comparison to a housing exterior that wasn't designed to be below ground or what, but we used to get leaks all the time.
Since my dad had the cement work done, we haven't had problems, but you're saying that in a few years, they might resurface!?

How can we check?
Is there a way to reinforce it from the inside? We haven't even done work on the basement - it's more or less a place we put all our junk. No carpeting, so wall paneling, no significant lighting.
If we don't like something, collectively, if our hatred for it throbs like an abscess beneath every thread, does that mean that they're doing something right?

Maybe dig some sort of drainage that tunnels the excess water to your neighbors' basements instead.

An episode of Charmed came to mind also, but I have to ration my cool points very carefully if I want to admit to things like that on a regular basis. <_<
