.Dic files for Windows Vista?

So I wrote out this post about how I'm messing with the language bar and I don't seem to have any kaomoji emotes that I had when I was running Windows XP. After messing with the dictionary tools I realized it's not the same tool as it was on XP, rather it seemed to be a real dictionary this time. Not some function that would let me short cut to other words and emotes.

Now I've found where all the emotes are, they're under Kao if you turn them on under the properties menu in the JP language bar settings.

Currently I'm looking for ways to add to this list they've already got.

They don't have documentation on this on their website you can read?
