He was never handicapped. He had an iron chestplate designed to prevent a piece of shrapnel he'd received in Vietnam(or Gulf War in modern version) from traveling to his heart and killing him. The result was a bad heart condition where he could not survive without the chestplate. As far as I know he later had a heart transplant to correct that problem. If memory serves me correctly.
Tony Stark had some shrapnel or something that was threating his heart. He developed the plate (the thing in his chest) to help protect it and also keep it beating. Originally it was designed to work only when he was in the original Iron Man suit. He eventually made modifications that allowed it to function with out him being in the suit.
Maybe......at least that's what I can remember right now.
