It's not "Admiral Akbar". It's the Dialog Portrait of Evil Magician Sabaron from an old Nintendo Game (regular boxy kind) called "The Magic of Scheherazade" made by Culture Brain that has been enhanced by a filter (I believe Kreed's 2x Eagle Mode, but I don't remember).
