The stupid thing is is that the reason why Mobile Phones are so cheap in the EU is because we basically do the opposite to this. Sure your provider may charge you silly amounts for using your phone in another EU country but it gives legal protection to the consumer. Why is this a big deal? because a Judge really can say "cut that shit out" in a court ruling to mobile phone providers and they will have to, otherwise risk the Government coming down hard on them.

Why do I bring this up? Well the current Conservative UK Government under David Cameron want the UK out of the EU even though the UK pulling out of the EU will not only fuck over the UK in the global scale when you look ad diplomacy and trade, but also the entire EU given that all of the member state are relying on each other (hence why Iceland, Greece and Spain going under is a MASSIVE deal).
