      I don't think it would fly because it would go against pre-existing rules governing land lines. FCC is moving in to regulating the air waves in the same way they already do with land lines. This would all be a moot issue if a proper net neutrality policy was in place but nooooo we got too much special intrests trying to weaken the government and people of this country.
