Weird looking pics on the internet..

Well anyways, when looking at some pics online they look all weird (picture attached). It's on random pics and sometimes it goes away, it was on my sig before now it's not. They just look all blocky and can't see what it looks like.
Not sure if this is related to my internet problem or if it's something else ><.

Are you using the latest cats? what browser are you using?

Late reply, internet got all really messed up but fixed now. I have the latest cats and using Internet Explorer, not sure what version though.
