Go into start, settings, control panel, add/remove programs.
There should be a tab that has the option to make a bootable system floppy. Put a blank floppy disk in and make your boot disk.
Reboot your computer with the floppy and you'll be in ms-dos. Try typing format c:

This disk should have the cd-rom drivers already installed, so try typing d: and then install or setup to install your windows me.

Or you could make an upgrade to windows XP and boot with that cd-rom.
    Warning level cat face.

Also, if you insert your Windows ME cd (HORRIBLE OS) :spin: and choose IN Msdos to boot off of it, and go to install windows on this computer and itll ask you if you want to reformat the drive and install the new NTFS file and Windows ME
Beacause ten billion years' time is
      so fragile, so ephemeral...
      it arouses such bittersweet,
      almost heartbreaking fondness.

I don't think windows me discs were bootable without modifications.

Usually the Del key will enter dos then go to advanced bios settings (should be that) then change the first boot device to the CD rom

Umm well im not sure its different with a lot of computers, when you first boot your computer up a screen should flash pretty fast that says "Press ??? to enter setup" if you hit the Pause/Break butten on your keyboard it freezes the boot so you can read what it is (press enter to continue) OR if your motherboard is like mine it starts up to a screen that say "F1 to continue booting or ??? to enter setup"

 I thought i posted a reply already i guess it didnt process... there should be some kind of option that say Advanced BIOS(or CMOS) Settings. hit enter on that and itll open a new screen. scroll down to where it says "1st boot" and change it to the CD-Rom drive.
