By "Quest-related items" they apparently mean items received during a quest that act like key items and would fuck up quest progression if traded to another character, which is why they are forbidden. They apparently do not mean random drops that you farm to progress in a quest, which is why this could get interesting.
The items I listed are specifically not on SE's official exhaustive list, which is why I mentioned the list. You really should look over that list. Once you eliminate the obvious permutations of AF, relics, magian trial weapons, etc., what's left is rather interesting.
