If you buy just collection can you use it just to activate the mini expansions?

Not the Vision of Abyssea, but you can activate all other previous add-on and expansions.

(Keep in mind it comes only with one 'universal' code; you cannot use it to active an expansion/add-on for one account then use it again to activate another account's expansion/add-on.)
