So, aside from your usual sneering vitriol you've managed to prove that NA and EU populations are within roughly 100 of each other on one specific server on one specific day. It's a shame you managed to omit the populations for 5-7 GMT as well which would be actually higher than your "EU prime" figure. Here, let me help you out, Germany is one hour ahead of the times you quoted, Spain are two hours ahead. So, it would be fair to say EU Prime figures are more in the region of 1100-1200 which is in excess of peak US population, EST, MST, PST or whatever other timezone you care to pull out of your arse.
Then in some purile attempt to discredit me you resort to racist insults linking a report from over eight years ago as evidence of what exactly?
You put an awful lot of effort into making your self look like a jackass there.

Have you consumed any alcohol today? Just askin...
could we stop with the racist bull shit, jokes are not? -.-
English is a race?
More on topic, I don't seem to be able to log onto my character on Fenrir, but I can log into my character on Bahamut, so I guess some worlds are still down while others are working fine.

Mhurron's personally measured numbers don't show much beyond he possibly may be right, but You're just making up numbers now. lol.
From the graph on this page: The 9th Vana'diel Census (2009), it seems pretty clear the lowest population times are around early to mid morning Japan time, which would be around, oh, 8-10 p.m. GMT or so?
While Mhurron's insults were unnecessary, the same can be said for yours.
(I support rotating maintenance time schedule, because it's not nice to always disrupt EU players and only EU players. However, I don't support making up numbers or using lousy arguments, not even to advance a just and reasonable cause.)

If only they would do this for the NMS that drops "Essential" items. Such as the 24 hour pop NMS for the purple belt.
...wait wait wait, what? Rampaging Ram and Lumbering Lambert are like 4 hour repops max. You don't need Bloodtear and Steelfleece for the purple belt (a 25k gil at most item?). And for the Brown belt there's only one 21 hour repop mob of the three, though yea, he could use a respawn timer nerf. As for the Black Belt, well you're just SoL there.
If you honestly thought the game would be up and running smoothly after a massive change like this, you deserved to have your day wasted. Everyone knew this would be a massive maintenance and that many more maintenance would quickly follow suit. That's just how MMOs work. If you can't plan accordingly and find something else to do, it's no one's fault but your own.

Uhhh yea. I meant the brown belt. It was a simple typo. AS for the black belt. At least make them a 7 hour respawn instead of 24 hour. Its a pain to have to camp them for 24 hours, and not know their respawn, then have some one pop on about 5 minutes before it spawns, and provoke it after you camped it for 12+ hours.
A lot of the NMs need to have their drops fixed to. Going over 50 kills on certain NMs and not get the items you are after, and spending months on end just to get a single item. Its not really fun, its more like a second job, and boring as hell.

People just don't understand probabilities; one in ten chance to get an item to drop doesn't mean you'd get the item for sure after ten tries. Or a hundred. Or a thousand.
A straight forward X% drop rate is easier to program (as well as less resource intensive), too, but I guess most people want it behave more like increasing drop rate for each time they don't get an item until the item drops or the rate hits 100%.
There's also the design philosophy question of whether people should always be able to get something if they hack at it long enough, or should chance truly play a role in the outcome, but protracted whining rather than philosophical musing is the default behavior when NMs don't drop what we want.

Don't be silly, Smartcat. Going 0/34 on Swift Belt doesn't mean you don't understand probabilities. It means you went 0/34. Tell that guy (LS friend; he quit the game shortly after obtaining his swift belt) he's just whining 'cuz he didn't get the drop.
"And if he left off dreaming about you, where do you suppose you'd be?"

I understand probabilities. Its more like luck than anything though when it comes to % drop rates. After a certain amount of kills, and no drop (On a R/EX item especially), you should get a small increase to get the drop. Then reset after the item drops for you. Would be so much better than having to camp for months on end on a certain NM just to get a single item.
But they made it like the lottery. The more you play, the better chance you have at winning.

...err, they're not changing the spawn timers on the three kings any time soon. You don't want to wait for pops, grab 17 friends, 99KSs and hope for the best. For an item as powerful as it is, the Black Belt is supposed to be a bitch to get.
As for the whole "increased drop rate for increased kills thing" how does that work when you have an ever changing roster of 6-18+ players killing the same mob over and over again. While it may be your 200th time killing something, it could be that guy's first. Your "increased drop rate" guarantees you that the item will drop...but what's to stop those 5-17 other people from lotting the item? It would also be real fun to see HNM shells booting people cause they never killed the mob before, and inviting someone who never got the drop, and doesn't even want it (Adaburk to career Blm ftw!) just to increase the drop rate for those who don't kill the mob all too often but do want it.
Long story short, bad ideas are bad, and totally irrelevant to this update.
