I believe that both Fenrir and Diabolos were released after the content for thier expansions were fully released. I'd have to look through the patch release notes to know for sure. BUT Square Enix promised multiple avatars were to be released at this patch at the last fan festival in dec. 2008.
IMO, Square Enix has been using FFXI for a beta testing ground for ideas to use in FFXIV for years. All content after CoP seems to point this way. There was no reason to take the story acrossed the world to Aht Urhgan if not to beta test a new massive battle system and see how players would like it. Also they had plans to put in a PvP arena in Whitegate but it seemed to be scrapped at some point. Probably because of the content fail that happened with the introduction of the ZNM system, which caused the campaign system to stop being used to the point of complete beastmen takeover.
