Since FFXI reached Europe with the release of ToAU we EU players are way behind any JP or NA players. In addition the game was fairly unpopular until the release of WotG here in Germany, there weren't much reviews or anything in gaming magazines.
That changed pretty much last year, there are more reviews and articles about FFXI now, but the game itself is still not to be thought of as a "mainstream" product here. I started FFXI back then when it was released for EU, had a break of 2 years and picked it up again last december. Needless to say that I deleted my old character and had a complete restart, like many others did now that the game is living up and gaining a solid playerbase here in Germany.
So, you will always find some EU players to do missions with, it took us too long to fall in love with FFXI
