At the expense of sounding ignorant, why does the PS2 take so much longer to download a smaller file at the same speed as either PC or 360?

The download time is almost certainly wrong. They probably just forgot to change it after copy-pasting from a template or previous download or something. It's not the first time that's happened with these.

Next time, please schedule maintenance and updates for times when nobody will be playing so as to avoid interruptions for everyone. Thank you, that is all.
