No. What you're probably thinking of is that Cure V used to have a RDM level that was higher than the level cap that could be obtained at the time (71, I think); the same update that added G5, which allowed RDMs to reach that level, also made Cure V WHM-only.

There was never a time when RDMs could actually learn or cast it.
