All I have to say is, bit late, but finally eh?

sadly, it's not a download service:

The “Expansion Pack Registration Code Sales” service is a feature available for FINAL FANTASY XI players who have expansion packs installed on their machine, but have not activated them due to not having the registration codes. Through this feature, you now will be able to purchase registration codes to unlock expansion software that is already installed on your machine. PLEASE NOTE THAT THIS SERVICE WILL NOT ENABLE A DIRECT DOWNLOAD OF ANY EXPANSION PACK SOFTWARE.

It's for registration codes, not the actual expansion.

For example, if you for some reason lost your registration code at some point and suddenly you need one.

What a complete waste of time. We'll sell you the CD keys but we won't let you digitally download the expansions. Usual S-E tactic of a ridiculously late implementation of something they then cripple with their own special brand of "S-E'ness". Oh wait, Vana'diel Collection including discs costs $19.99 or you can just buy the ToAU CD key for $14.99...

Doesn't the starter pack include the expansions but only allows you access to the original ffxi areas?

Yes, but you see everything SE does is stupid so even though this makes complete sense it's retarded.

It would be convienent for players that can borrow a friends disk or a returning player that has since quit and can't access thier old account.

Personally I'd just buy the Collection for $19.99, but this would be an alternative for those that can't readily find it, or perhaps other countries where a copy would be harder to find.

                      What the hell?

Seriously, why does SE not offer some sort of download, that would be much more useful...

Hell, set up a torrent, they take care of themselves. SE would barely have to put any bandwidth into it.

Or who buy the recently announced Starter Pack.

Na, there couldn't have been a reason for this announcement at all.
