No it couldn't.

Question: Biggest complaint about CoP missions

Answer: Level Caps.

Thats because its lc capping you for damn hard missions to get good item at the end (good luck getting the rings before lv 75)

Where as EF could so easily be made a way for low lv players to escape a bit of farming and get some good equip no the cheap. And the high lv people can ignore it.

Side-note: To answer some of your questions, I originally did not want to edit the heading post on this thread with the new updated official materials. However, some has proved that to be counter-intuitive, and as such I have made the edit to the heading post instead of posting a new thread.

Am I the only one who thinks it's odd that there isn't an official site up for Wings of the Goddess yet? Maybe they are going to toss that up after E3 tho.

The site should come up in sometime today. I can only hint that this has to do with our NDA agreements.

No, they gave people what they thought they wanted. Now SE is listening to people that never want to leave a nusery and want to be babied through everything.

Where as EF could so easily be made a way for low lv players to escape a bit of farming and get some good equip no the cheap. And the high lv people can ignore it.

Level capping allowed 2 things:
1: Easy to create a difficult boss mob
2: Include players that don't have a job all the way to 75

The players have spoken, if it can't be done by throwing 75's at it, it won't be done.

Low Level only content is supremely stupid however no matter how you look at it. Level 1-10 can be done in a weekend even by a new player. 10-20 can be done in a little over a week. You can get to 30 and have a lvl 20 subjob in a month if you wanted to. Adding content that has so small a window of opportunity to participate in it is just adding more content that will never be experienced because it was essentially designed to never be experienced.

There is that little pop-up style window with the first trailer. they could turn that into a site like they did with ToAU.

I expect it to be like the ToAU site at the beginning. A flash navigation menu that links to pages that say "To Be Announced."

Especially when you consider that it's already nigh impossible to convince players to do anything beyond the Starting Area > LaTheine/Konschtat/Tahrongi > Valkurm Dunes > Qufim > Yuhtunga > Yhoator path. If you're lucky enough to have a static you might be able to branch out, but otherwise, there are a ton of areas that are neglected as it is.

October 29 2003 I went from lvl 1THF to level 5THF in less than an hour. Doesn't take too much.

Though I guess stuff can be a bit more expensive now.

It's not really that much more expensive now than it was when I first started playing the game. Even so, you can get from 1-20 on mostly NPC gear, with a few additional purchases via the AH.

Most people don't really linger in those levels.
