I wouldnt think so, in that if say the base mission starts off at lvl 50, you'd need to be at least 50 to do that. When you reach lvl 60 if you wanted to just play the lvl 50 assault mission, you'd set up your run that way.

wait until you get to the new zone. ToA missions are not like any previous ones... the NPC actually gives you a very nice explanation about the mission. Assaults are part of the missions, too and you will get a very detailed tutorials about it, in game from NPC.
