Barometz is an open world NM that was added in patch 1.17 [patch1.17] Patch 1.17 Notes.

He is an R36 NM Barometz - NPC - Final Fantasy XIV Database - ffxiv.yg.com

The rank of this NM hasn't changed since Patch 1.17

I thought this was one of the NMs you have to fight as apart of the quest to fight Ifrit?

I don't know ... it drops the same lance (it's hard to see in my screenshot, I'll upload a non-resized later) with every kill so I've assumed it's a World NM. A level 50 player in raid gear could destroy this thing in two swings, no doubt, but at appropriate level with available gear, it's a challenge
