When they say no resting, they mean you can't suddenly pull away from the fight in progress, take a knee and recovery mp or hp while other people are still fighting. Between fights though, your character can enter a relaxed state where it regains HP/MP, even while moving. But during combat, the only way to recover magic is by items and abilities. This is a system similar to WoW's iirc.

Proof? What's been revealed in Dengeki/Famitsu contradicts this completely. All they've said is you can recover HP while walking.

Okada: That’s right. However, one of the things that makes FFXIV special is that, in general, your MP will not recover. This isn’t to say that there are absolutely no ways to get MP back. For example, once a player has grown in their class they’ll learn abilities to help them recover MP. Also, if you stop by an Aetheryte location, you can recover both HP and MP.

Pretty much says it right there. Abilities, Aetheryte or (presumably) Food/ Items onry.

Case in point: Promyvions. When they were released, the climb was more dangerous then the boss fight. Forcing players to take their time, pick their fights, and slowly work their way through this zone of IT True Sound aggroing mobs to safely get to the bossfight zoneline

Keep in mind some of this is because one of the most popular methods for dealing with this was to have a THF/PLD outside the group run around and aggro stuff, use Perfect Dodge/Invincible to not die, and run as far away as possible while the rest of the group ran by. It doesn't really make sense to keep things overpowered to the point where people would rather use tricks to get around it all together instead of a smaller problem that people might try dealing with.

There are a lot of things like this that are exploitable in MMOs (escort missions and Eco-Warrior also come to mind), and there's no easy solution to them. If you make everything instanced, or you make monsters non-existant to all but the select group, you take away from the integrity of the world. If you leave everything open to interaction from everyone, and your quests are static and designed for a certain type of group, you leave easy ways for people to abuse things.
